GOVT VCCP brings together the creative minds and challenger spirit of GOVT, Ministry and VCCP Singapore. Working with clients across Asia-Pacific,
our challenger attitude transforms the fortunes of our clients.

We have a motto: It only works if it all works, which is why we involve ourselves in far more than just advertising. With a thorough understanding of each client’s business, we can challenge what’s around it, and then transform it.

Of course, it’s not all about business. We love to be lauded with creative awards and are proud of our ever-increasing haul. Time and time again, we’ve seen a direct link between our award-winning work and the upturn in the fortunes of clients who ran it. So here’s another little motto: Good work works.
Our clients are the world’s most recognisable challenger brands, including OCBC Bank, Cathay Pacific, Sentosa, Julie’s Biscuits, Puma, Chick-fil-A, Deliveroo, Google, White Claw and Cadbury.

Our Principles

VCCP was founded on 24th January 2002 by Charles (V), Rooney (C), Adrian (C) and Ian (P). They were united by their desire to challenge the bad habits of the big global agencies they had previously worked at. So, on our very first day of business we created ten founding principles. They are our code of conduct, our contract to one another and our contract with our clients.

OUR PEOPLE

Tim Chan CEO

Tim has spent his whole adult life trying to stay childlike as a creative in advertising. First as a copywriter, then as a creative leader, business owner and now, the glue that tries to hold everything together at GOVT VCCP.

For over two decades, he honed his craft and instincts across Kuala Lumpur and Singapore. From the glorious heydays of McCann Erickson in KL, to DDB Singapore and Iris Singapore, Tim has left his mark on brands such as OCBC Bank, Sentosa, Coca-Cola, McDonald’s, Tiger Beer, Heineken, Johnnie Walker, Proton, Mini Cooper and more.

Tim’s big leap of faith took place in 2015 when he ran GOVT Singapore as an independent shop with friends Leon and Aaron. Together, they built the agency into one of Singapore’s best, with Tim leading the agency’s anchor account OCBC for 9 years (and counting).

And now with GOVT VCCP, Tim is excited to lead the agency and challenge the status quo in Singapore and beyond. He may not be a copywriter anymore, but his purpose still lies in helping brands reach their full potential with creativity that’s worth remembering.

But when he’s not at work, he’s definitely putting himself through some manner of pleasurable pain at a Muay Thai session.

Katya Obolensky Chief Growth Officer

Katya has over fifteen years of experience working at top advertising agencies in both NYC and London. Having started her career on the Microsoft account at JWT NYC, Katya then moved to London to work at M&C Saatchi – working across a range of clients including Hyundai, Currys/PC World, Public Health England, and Havana Club. After starting a few cultural initiatives, she then took on a network role helping to nurture the international offices as well as pitch for international clients – one of whom was BASF which she won and then went on to run. 

When she was ready for a change, Katya joined VCCP in 2015 where she decided to try her hand at Telco, working specifically on O2 in London. From there she went on to run the entire fully integrated account giving her exposure to every aspect of an extremely multi-faceted brand. When O2 and Virgin Media merged, she was part of the pitch team that retained O2 and won Virgin Media, going on to run both brands, delivering award winning work and, most recently, achieving the most effective Q4 yet. Now in Singapore, she continues to nurture her interest in truly understanding her client’s business and further expanding VCCP’s APAC presence. 

Outside of work you can find Katya exploring new restaurants, chasing her young kids around a splash park or hopping on a plane to explore somewhere new!  

Aaron Koh CCO

Aaron’s been at it for the last 20 years as a Creative in DDB Singapore, BBH Shanghai and co-founded GOVT Singapore. Helping make work that’s a little braver, a little smarter, and (ideally) a lot more effective. He’s known for pushing beyond the expected, often giving clients “B, C, D when they ask for A”… and somehow getting everyone excited about it.

Over the years, he’s led award-winning campaigns for Julie’s Biscuits, Asahi, Netflix, Puma, Nestlé, Airbnb, OCBC Bank and even Singapore’s National Anthem films (no pressure, right?).

His work has picked up recognition at Cannes Lions, D&AD, LIA, The One Show, Clio, The Webby Awards, Effies, and Spikes Asia, where he won the Entertainment Grand Prix in 2019 for Julie’s “The Translator.” In 2023, he took Best of Show at Malaysia’s Kancil Awards. Under his leadership, GOVT Singapore was named Independent Agency of the Year at Singapore’s Gong Show for four years running, alongside a stack of regional honours.

Aaron’s also served on juries including Cannes Lions, Adfest, LIA China, and Mad Stars, and spends time mentoring the next wave of talent across SIM-RMIT, LASALLE, NAFA, Singapore Polytechnic, and Republic Polytechnic.

At home, he’s outnumbered by two cats, two hamsters, and two boys who behave like monkeys.

Kelvin Koo Chief Digital Officer

Kelvin has spent over 20 years building and leading digital businesses across Singapore and Asia-Pacific. Trained as an engineer, he began his career in the early 2000s building websites and e-commerce platforms, when digital work meant writing code.

In 2003, he co-founded INEO and grew it into an award-winning digital agency before its acquisition by Publicis in 2014. He then started FALCON’s Singapore office, scaling it into the network’s most profitable office within four years. He later took on senior regional roles at ADK, where he expanded digital and media capabilities across multiple markets.

Kelvin has worked with brands including Sentosa, OCBC, Changi Airport Group, Klook, Audi, Chick-fil-A, Scoot, and Citi. His work spans digital, social, media, and CRM, with a consistent focus on linking creativity and digital investment to measurable business outcomes.

In 2023, he co-founded MINISTRY Agency as part of the GOVT network. As Chief Digital Officer at GOVT VCCP, Kelvin leads the agency’s digital strategy and capabilities, helping clients turn complexity into clear, measurable growth.

He is also a certified executive coach and an affiliated faculty member at Singapore Management University.

Outside of work, Kelvin spends time with his wife and two sons, plays Mobile Legends, and juggles more streaming subscriptions than he needs, claiming it keeps him close to culture (or so he thinks).

Min Mei Foong Chief Network Officer

With the years that Min Mei has spent scaling teams and functions across various agency networks, comes a depth of knowledge and the ability to focus on driving business growth and leadership. She has spearheaded regional strategies and operations for clients and brands like Microsoft, Nokia, Samsung, Heineken, Bose and Unilever. Min Mei believes in true, collaborative partnership — working together with client partners to create impactful, results-oriented strategies that fuel their long-term success.

She brings with her a “firestarter” attitude, with a particular passion for helping brands incubate and launch into new markets and segments. She loves championing brands that challenge the status quo to create meaningful change. This drive is matched by her passion for people; she thrives on connecting diverse teams, fostering the collaborative spirit that brings out the best in people and the work.

Min Mei loves all things travel, and dreams of being a travel designer. If she could live anywhere else in the world, it would be Norway. Hopefully running a little lodge, up north of the Arctic Circle with reindeer, hares and forest cats as neighbours. And welcoming guests and visitors with lots of Northern Lights stories to share.
